Terms and Conditions for CMS Model WHO 2026 Conference
Part I: General Terms
Article 1: Scope
These Terms and Conditions govern participation in the CMS Model WHO 2026 conference. By registering and paying the participation fee, participants agree to abide by these terms.
Article 2: Definitions
a) Chair: A person responsible for moderating debates and ensuring the smooth operation of committee sessions, part of the Secretariat Team.
b) Católica Medical School: De jure “Faculdade de Medicina da Universidade Católica Portuguesa”, the venue for the CMS Model WHO 2026 conference.
c) CMS Model WHO 2026: The official name of the Católica Medical School Model WHO 2026 International Conference, organized in collaboration with the United Nations Association Portugal, scheduled to take place on June 26–28, 2026, at the Católica Medical School in Lisbon.
d) Conference Documents: All official materials provided for the conference, including but not limited to study guides, rules of procedure, delegate handbooks, and schedules.
e) Delegate: A person representing an assigned country or media outlet in the CMS Model WHO 2026 committees.
f) Delegation: A group of university students who apply together to participate in the conference.
g) Director of Governing Bodies (DGB): The individual responsible for coordinating the Secretariat Team of CMS Model WHO 2026 and overseen by the Executive Board of the CMS Model WHO Society, ensuring the smooth operation of the conference.
h) Executive Board: The governing body of the CMS Model WHO Society, tasked with the strategic and operational management of the conference in collaboration with the Director of Governing Bodies.
i) Head Delegate: A person who leads their respective Delegation and serves as the primary point of contact for the conference.
j) Observer: An individual attending the conference without participating in committee sessions.
k) Organisers: The CMS Model WHO Society members forming the Secretariat Team, including its Executive Board, responsible for planning, managing, and executing the CMS Model WHO 2026 conference under the coordination of the Director of Governing Bodies, together with UNA Portugal and Católica Medical School.
l) Participant: Any individual who has applied, been accepted, and registered for CMS Model WHO 2026, including Delegates, Chairs, Head Delegates, Delegations, and Observers.
m) Participation Fee: The monetary amount required for participation in CMS Model WHO 2026, applicable to Delegates, Head Delegates, and Observers. The participation fee is not applicable to Chairs. The fee includes transportation to and from the conference venue and access to social events, except for Observers, who cannot attend social events.
n) Rules of Procedure: The official procedural guidelines governing the operation of all CMS Model WHO 2026 committee sessions.
o) Secretariat Team: The entire CMS Model WHO Society Team, responsible for the organization and management of the CMS Model WHO 2026, divided into special working groups: Marketing, Finance, Social, Delegate Affairs, Academics, Director General (and Deputies), Chairs, and Partnerships.
p) Social Events: Two events scheduled to promote networking, cultural exchange and contact with the Portuguese Culture.
q) Staff: see Organizers.
u) United Nations Association Portugal: Member of the World Federation of United Nations Associations and the co-organizer collaborating with Católica Medical School Model WHO Society to organize CMS Model WHO 2026 at Católica Medical School.
Article 3: Official Language
a) The official language of CMS Model WHO 2026 is English.
b) All conference activities will be in English, including applications, workshops, committee sessions, and materials.
c) Participants are encouraged to have sufficient English proficiency to engage effectively.
Article 4: Participants Eligibility Criteria
4.1 Chair Eligibility
Chairs must be university students aged 18 or older at the time of application. Applicants are expected to have prior Model United Nations (MUN) or Model WHO experience.
4.2 Delegate Eligibility
Delegates must be university students aged 18 or older at the time of application. Each delegate will represent an assigned country or media outlet in the conference committees.
4.3 Delegation Eligibility
A delegation comprises a group of university students aged 18 or older who apply together to participate in the conference. Each delegation must appoint a Head Delegate.
4.4 Head Delegate Eligibility
The Head Delegate must be a university student aged 18 or older at the time of application. They will serve as the primary point of contact for their delegation and oversee the application process and role assignments.
4.5 Observer Eligibility
Observers must be aged 18 or older. Eligibility is not restricted to university students, making this category open to any individual interested in attending the conference.
Article 5: Application Process
a) The Application Process is open to all eligible applicants, as stated in Article 4.
b) Eligible individuals consent to the collection, processing, and storage of personal data as outlined in these Terms and Conditions when submitting the application.
c) The application process is conducted in English, as it is the official language of CMS Model WHO 2026 in accordance with Article 3.
d) By submitting an application, all information provided must be accurate and complete.
5.1 Application Processing
The evaluation of applications is done by the Secretariat of the CMS Model WHO 2026, responsible for Delegation Affairs, under the judgment of the Director of Governing Bodies and the Executive Board.
5.2 Application Acceptance
Acceptance will be based on evaluating the application and payment of the participation fee.
5.3 Application Rejection
a) Applications in languages other than the officially adopted will not be accepted and will be rejected automatically.
b) Proven that the information provided is not accurate, the Secretariat will reject the application.
c) Incomplete information provided will lead the Secretariat to reject the application.
5.4 Application Removal
a) Non-payment of the participation fee in a timely manner will lead to application removal.
Article 6: Participation Fee
6.1 Scope
a) Participants are required to pay the participation fee for the CMS Model WHO 2026 conference up to 4 weeks before the conference.
b) Covers access to materials, workshops, participation in the event, meals, coffee breaks, social events, and transportation to and from the conference in terms to be defined.
6.1.1 Social Events Participation
a) Social events are included for Delegates, Head Delegates, and Delegations in the participation fee.
b) Observers are not eligible to attend these social events.
6.2 Discount Codes
Under partnership protocols, participants can enjoy Discount Codes to reduce the participation fee.
6.3 Exemptions
Chairs, as part of the Secretariat Team, are exempted from paying the participation fee whilst enjoying all of the amenities provided to admitted participants.
Article 7: Refunds Policy
7.1 Before Assignment
a) Participant can cancel their participation before the assignment of roles or committees and are entitled to a full refund of the paid fee.
b) Refunds will be processed within 30 days of the cancellation request.
7.2 After Assignment
Once the participant’s committee role assignment is made and communicated, the participation fee is non-refundable.
Article 8: Awards
8.1 Scope
Awards will be granted to recognize excellence in participation and performance during CMS Model WHO 2026.
8.2 Jury
The awards will be decided by a Recognition Jury, composed of representatives from companies, institutions, and/or local partners.
8.3 Categories
The awards will be distributed in different categories to be announced.
8.4 Prizes
The awards may consist of academic or professional experiences.
Article 9: Participation Certificate
The CMS Model WHO 2026 entitles participants to a Certificate of Participation for Chairs, Delegates, and Observers who are present on all days of the simulation.
Article 10: Visas
Participants are responsible for procuring their visa to enter Portugal through their local embassy or consulate. The Organizers are not responsible for securing participants’ visas and will not be able to assist in the process. It is also the responsibility of each participant to determine which visa category they need to apply for. We recommend consulting with the Portuguese embassy or consulate nearest to you.
10.1 Letter of Invitation
Upon completion of registration, payment and acceptance participants can request a Letter of Invitation to assist with the visa process with the contacts provided. Please note that this is not a visa letter and we will not further aid with the visa obtaining process e.g. contact the Portuguese embassy or consulate in question.
Part II: Code of Conduct
Article 1: Code of Conduct
All participants are expected to adhere to the highest standards of conduct throughout the conference. By registering for CMS Model WHO 2026, participants agree to the following:
a) Treat all individuals with respect and dignity, regardless of their nationality, gender, ethnicity, religion, political beliefs, or sexual orientation.
b) Refrain from any form of harassment, discrimination, or inappropriate behavior.
c) Maintain professionalism during all conference sessions, social events, and interactions.
d) Follow the Rules of Procedure and instructions provided by the Chairs, Secretariat, and Organizers.
e) Report any violations of this Code of Conduct to the Organizers immediately.
Article 2: Violations
Any behavior deemed disruptive, inappropriate, or in violation of the conference’s mission will result in removal from CMS Model WHO 2026 without a refund of the participation fee.
Part III: Final Provisions
Article 1: Data Protection
a) In accordance with the EU General Data Protection Regulation (GDPR) - Regulation (EU) 2016/679, and Portuguese Law - Lei n.º 58/2019 (Lei da Proteção de Dados Pessoais), personal data provided during the application process will be processed solely for conference-related purposes.
b) Participants have the right to access, rectify, or request the deletion of their personal data at any time.
c) Participants’ data is not shared with third parties except where required for the conference’s execution or as required by law.
Article 2: Limitation of Liability
CMS Model WHO 2026 and its partners will not be liable for any injury, loss, or damage occurring during the event, except where liability is imposed by applicable law of the Portuguese Republic.
Article 3: Cancelation by Organizers
The conference organizers reserve the right to change or cancel the event, in which case participants will be notified, and a full refund of the participation fee will be issued.
Article 4: Omitted Cases
Any situation or case not explicitly covered in these Terms and Conditions will be addressed by the Director of Governing Bodies (DGB) in consultation with the Executive Board of the CMS Model WHO Society.
Article 5: Applicable Law
a) These Terms and Conditions are complemented by the laws of the European Union, including the General Data Protection Regulation (GDPR) and the laws of the Portuguese Republic.
b) Any disputes arising from these terms will be subject to the exclusive jurisdiction of the courts of the Portuguese Republic.
